    Description

    SoCha (a portmanteau of Social and Change) is an independent Monitoring, Evaluation and Learning (ME&L) firm that provides bespoke solutions to social challenges.

    Summary

    The consultant will collaborate closely with the USAID health program teams and LISA.

    The consultant will also provide comprehensive support in supply chain management for the USAID health program, ensuring efficient coordination with stakeholders and adherence to established protocols and guidelines.

    SoCha is seeking a supply chain management and logistics consultant to support USAID/KEA's health program teams and KHPQS partners.
    Scope of Work

    The supply chain management consultant's responsibilities will include:
    Draft the annual Master List (ML) in collaboration with USAID health program teams.

    Facilitate communication and follow-up with the Kenya Ministry of Health (MoH) and relevant authorities, ensuring timely approvals of the ML and addressing any extensions, modifications, or issues that may arise.

    Provide technical assistance to Dawa za Ubora (DzU) by reviewing and analyzing work plans, reports, Key Performance Indicators (KPIs), processes, inventory, and other deliverables.

    Attend monthly DzU meetings, technical meetings with partners, and conduct site visits as necessary.
    Review supply chain partner reports and feedback, identifying areas for improvement and facilitating communication among partners.
    Organize quarterly review meetings for supply chain partners to share results, coordinate activities, and enhance processes.
    Lead laboratory commodity inventory review meetings, offering recommendations for enhancing inventory management and commodity planning.
    Participate in commodity forecasting and quantification exercises, collaborating with clinical colleagues and coordinating USAID commodity support.
    Act as a liaison to KHPQS partners, providing guidance and support on supply chain-related matters.
    Organize semi-annual KHPQS supply chain meetings, soliciting feedback, and developing action plans for improvement.
    Conduct site visits to oversee supply chain activities, provide supervision, and identify areas requiring additional support.
    Communicate findings and results to implementing partners and USAID management.

    Minimum Qualifications and Experience

    Bachelor's degree in public health, supply chain management, pharmacy, or a related field. Advanced degree preferred.
    At least seven to eight (7-8) years of experience in supply chain management, preferably in the health sector.
    Experience working with the Kenya Ministry of Health at both county and national government levels is highly desirable.
    Demonstrated experience in drafting, coordinating, and obtaining approvals for project documents with government health authorities or similar bodies.

    Proven ability to provide technical assistance and analysis on work plans, reports, Key Performance Indicators (KPIs), and inventory management.

    Experience in facilitating meetings and conducting site visits, including coordinating with multiple stakeholders and partners.

    Strong analytical skills with the ability to review supply chain reports, identify areas for improvement, and facilitate communication among partners.

    Excellent organizational and coordination skills, particularly in organizing review meetings and coordinating activities among supply chain partners.
    Familiarity with laboratory commodity management and inventory systems, with the ability to offer recommendations for improvement.
    Experience in commodity forecasting and quantification exercises, collaborating with clinical colleagues and donors, preferably including USAID.

    Ability to serve as a liaison between the organization and external partners, providing guidance and support on supply chain-related matters.

    Strong communication skills, including the ability to effectively communicate findings and results to implementing partners and management.
