    Description

    Kenya Maritime Authority was set up in June 2004 as the semi-autonomous agency in charge of regulatory oversight over the Kenyan maritime industry.

    As the pacesetter of the Kenyan maritime industry, the Authority seeks to strengthen maritime administration in Kenya through enhancement of regulatory and institutional capacities for maritime safety and security, to foster effective implementation of international maritime conventions and other mandatory instruments on safety, security, promote maritime training, Search and Rescue, pollution prevention and the preservation of the marine environment as well as promote trade facilitation and maritime investments.

    Job Purpose
    Responsible for investigation into maritime casualties and charges of incompetence of seafarers.

    They are also responsible the receipt, preservation and safe disposal of wrecks in line with international conventions and national legislations.

    Further, the officers evaluate flag, port and coastal state obligation, performance and effectiveness.
    Responsibilities

    Overseeing the investigations in the maritime field;
    Conducting investigation into maritime casualties including wreck under the Casualty Investigation Code;
    Managing enquiries with respect to charges of incompetence on the part of the seafarers;
    Co-ordinate the implementation of policies relating to safety of navigation and promote the integration of such policies into the national development plan;
    Oversee implementing the Nairobi International Wreck Removal Convention;
    Taking the command and preservation of vessels and lives of persons and cargo when ship is wrecked in Kenyan waters;
    Reporting outcomes of maritime casualty investigations as required by IMO to the DG;
    Publishing lessons learned from casualty investigation
    Oversee evaluation of flag, port and coastal state obligation, performance and effectiveness;
    Oversee investigation of maritime occupational accidents/incidences;
    Oversee the investigation of seafarers and ships certificate suspensions and withdrawal.

    Person Specifications

    Bachelor Degree in the Maritime field such as Nautical Science, Marine Engineering, Mechanical Engineering, Marine Environment or any other relevant qualifications from a recognized institution;
    Master's Degree in any of the following; Maritime Affairs, Nautical Science, Marine Engineering, Naval Architecture or equivalent qualifications from a recognized institution will be added advantage
    Certificate of Competency Class 1 (II/2 or III/2) in accordance with the International Convention on Standards of Training, Certification and Watch keeping 1978,as amended
    Should have relevant experience for a minimum period of three (3) years;
    Certificate in a Management Course lasting not less than four weeks from a recognized institution;
    Good interpersonal relations, high leadership qualities and integrity
    Demonstrated values of governance as provided in the Constitution of Kenya
    Member of a relevant professional body in good standing where applicable;
    Proficiency in computer applications;
    Demonstrated Asst. Dir. ial, administrative and professional competence in work performance.
