DRC works in Dadaab and Kakuma refugee camps, as well as in Nairobi and Mombasa to assist urban-based refugees.

    JOB SUMMARY

    Overall purpose of the role:The Regional HDP Coordinator will be the key focal point at regional level for DRC's core sector of Humanitarian Disarmament and Peacebuilding. S/he will be responsible for working across Country Office and regional staff to develop relevant and effective programming in the areas of humanitarian disarmament, peace and stability, conflict prevention/mitigation, fragility and security governance, borderlands and cross-border programming, and ensure quality programme delivery throughout the portfolio.     RESPONSIBILITIES

    Programme development and programme guidanceParticipate in the design and formulation of humanitarian disarmament and peacebuilding programming, as well as contribute to the start-up of new HDP projects.Ensure that all HDP activities are coordinated with and complementary to each other and well-coordinated with DRC and external partners.Disseminate and operationalize guidance on developed practices from HDP globally and in the region as well as monitor trends and practices from the broader humanitarian disarmament and peacebuilding communities of practice.Support HDP programmes to adapt and contextualize global tools to their local environments.Support country and regional programme design and implement conflict analysis and conflict sensitivity analysis to enable conflict sensitivity mainstreaming at project, area and programme level.Staff capacity developmentEnsure HDP field staff are well trained and have the relevant skills and capacities to deliver programmes and projects effectively and with quality.Carry out field visits to project sites in support of HDP project implementation staff and/or to support other programmes or operational staff on conflict sensitivity and analysis.Support in knowledge sharing with other RO and CO staff on humanitarian disarmament, AVR, CM and peacebuilding, and assist in improving awareness of HDP's work and methodology amongst EAGL staffProvide technical support on humanitarian disarmament, AVR, conflict management and peacebuilding to country programmesProvide support on induction training for incoming staff on thematic areas related to the HDP sectorBuild capacity of DRC staff in conflict analysis and conflict sensitivity analysis and application in programme development and implementationProgramme QualityEnsure focus on programme quality, best practice and strategic coherence of the HDP activities in each country, and monitor and follow up implementation with HDP senior staff and/or other relevant management staff in country.Support the identification of new innovative methods for the improvement of HDP's peacebuilding programming across the EAGL region.Ensure strong and coherent data management, monitoring and evaluation within humanitarian disarmament and peacebuilding interventions, and HDP's reporting structures working closely with the Regional Monitoring, Evaluation and Learning Team. Ensure documentation and consolidation of success stories, which can be communicated externally.Support quality programme assessments, baseline studies, reviews and evaluations as well as impact assessmentsEnsure the incorporation of and focus on Youth and Gender in HDP programming, and guide the advancement of these approaches within the HDP portfolioEnhance conflict sensitivity mainstreaming throughout regional programming through inclusion of conflict sensitivity indicators in MEAL processesBusiness DevelopmentSupport proposal development processes through technical input and review of HDP related interventions as well as conflict analysis and sensitivity approaches.Conduct quality assurance of peacebuilding related proposals and reports as requested, and work with Humanitarian Disarmament colleagues at HQ for mine action QA processesSupport resource mobilization efforts including through technical liaison and engagement with donors, stakeholders and coordination mechanisms etc.Coordinate with other actors and stakeholders both at a country specific level and regional level to ensure that HDP programming in well linked into other related initiatives.Map and maintain existing relationship within both humanitarian disarmament and peacebuilding networks and create/strengthen relationships with new networksBorderlands working group and knowledge hubSupport coordination of efforts to strengthen and further develop the BWG and BKH in East Africa and Great LakesOversee the borderlands and cross-border workstreams in the region through line management of the Borderlands SpecialistOtherOther tasks as assigned by the Technical Sector Unit manager and which are related to the above responsibilities.
