About Odhiambo Ochieng:
I am an experienced sustainable development practitioner specialized in monitoring, evaluation, and learning with extensive progressive expertise in program development and quality management of social development programs in both health and humanitarian contexts. Working with governments, the private sector, donors, funders, and communities, I bring over 7 years of progressive advancement in leading and providing technical assistance on the quality, usefulness, and usability of performance data and learning from qualitative and quantitative monitoring, evaluation, and learning approaches. I have led and supported the design, planning, and implementation of health and development projects through effective monitoring, evaluation, accountability, research, and learning (MEARL) efforts for complex multi-sectoral, multi-county, and multi-donor funded programs. My experience cuts across providing advisory and technical support on MEARL to programs related to health development, capacity building, service delivery, advocacy, technology, and innovations to create shared value through collaboration and learning for effective social change and adaptive programming. I have supported programs in various thematic areas such as Health(Nutrition), HIV/TB, reproductive health(RMNCAH), and child protection. I have specifically led in the following:
• Developing monitoring and evaluation systems and overseeing international donor-funded program M&E activities.
• Providing technical leadership in documenting monitoring and evaluation results.
• Providing technical support in conducting data quality assessments at the site level.
• Analyzing data findings with soft wares/applications such as R, SPSS, EXCEL, and POWER BI and making recommendations for enhancement as required.
• Demonstrated applied skills in Monitoring and Evaluation methods and use of data for improving program outcomes.
• Demonstrated capacity to oversee the development/implementation of performance monitoring plans, work plans, reports, and presentations.
• Actively engaged in the designing of surveys/research methodologies, particularly for baseline, midterm, and end-term assessments including project evaluations.
• Implementing M&E in a wide range of international donors such as PEPFAR, PMI, USAID, CDC, and DFID.
• Developing data collection templates through mobile/web-based applications such as ODK, KOBO COLLECT, COMM Care, and google forms/google sheets for research/surveys/evaluations.
• Superior ability to work in emergency, cross-cultural, and politically sensitive environments.

Education
I have a bachelor's degree in Health Informatics from Kenyatta University with a Masters's degree in Public Health with a major in epidemiology and biostatistics.
I equally have a professional certification course in Monitoring and Evaluation from the Kenya Institute of Management.
