County Government of Kisumu

Planning and budgeting

As a planning and budgeting professional, I have a track record of delivering results; 

  • I've been a part of several key committees and teams, such as the one responsible for developing the 3rd Kisumu County Integrated Plan 2023/2027 and mainstreaming it with national policy documents (Vision 2030, MPT IV), the governor's manifesto, and linkages with regional and international policies. My contributions will help the county achieve its development aspirations in the next five years.
  • I am proud to have made a measurable impact on the public financial strategy and development planning of the county through my active participation as a rapporteur and member of ad hoc committees in the development of annual development plans, County fiscal strategy papers, and Budget estimates for the fiscal years 2020/2021, 2021/2022, and 2022/2023. My contributions have been instrumental in the successful implementation of development programmes and projects, ensuring prudent expenditure of public finances and sustainable growth for the county.
  • Another accomplishment I'm proud of is my role in drafting and developing the Kisumu County Annual Development Plan for the 2022-2023 fiscal year. The committee team and I were able to increase the allocation of funds towards infrastructure projects by 10% and cut down the overall resource requirement for development expenditure by Kshs. 3 billion, which was a win to the county towards having a balanced budget and cutting the budget deficit.
  • I've also participated in the preparation of the County budget Review Outlook Papers for the financial years 2020/2021 and 2021/2022, which resulted in increased programmes and project reporting. 
  • I also helped develop the Kisumu County COVID-19 post-recovery road map, resulting in a 15% increase in funding for healthcare infrastructure projects and investment in sectors that promoted quick recovery of the county economy.

All in all, I've been a part of several important initiatives that have had a real impact on the county and its residents. And I'm proud of the results we've been able to achieve together.

 

Responsibilities

  • Developing economic development plans and policies to promote growth and development in the county including County integrated development plans, County annual plans, county fiscal strategy papers, and County budget review outlook papers
  • Preparing and developing the county budget, including identifying revenue sources and prioritizing expenditures.
  • Analyzing economic trends and conducting research to inform policy decisions and budget priorities.
  • Providing technical assistance to county line departments and stakeholders on economic planning and budgeting issues.
  • Monitoring and evaluating the implementation of economic development projects and programs to ensure they are achieving their objectives.
  • Collaborating with other county departments and external partners to identify opportunities for collaboration and resource sharing.
  • Communicating economic development plans and budget priorities to county residents and stakeholders through public outreach and engagement efforts.
