About Stephen Otieno:

I am Monitoring, Evaluation, Accountability, Learning and Impact (MEALI) Expert with at least twenty (20) years hands-on international experience in the design, planning, implementation, monitoring, evaluation and learning as well as advocacy/policy influence of various research and development interventions. I have hands-on working experience with various International NGOs including; World Vision International, Africa Capacity Alliance (ACA), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Agency for Cooperation and Research in Development (ACORD), HelpAge International – Africa Regional Development Centre (ARDC), Mildmay International, and Amref Health – African. I have experience delivering programs supported by major development partners including; USAID/DOS, CDC, EU/ECHO, FCDO, SIDA, NORAD, GAC/CIDA, DANIDA, Irish Aid, German Federal Ministry for Economic Cooperation and Development (BMZ), MoFA – Finland, MoFA – the Netherlands, Bill and Melinda Gates Foundation, Comic Relief, Big Lottery Fund, among others.

Some of my recent achievements include; Strengthening organizational learning and accountability for ACORD Secretariat and Country Programmes, designing and implementing Monitoring and Evaluation System for the Agriculture portfolio of the German Development Cooperation (GDC) in Kenya, institutional capacity strengthening of 20 Regional and Local NGOs (RLNGOs) in Africa, coordination of strategy and Technical Programmes review for various World Vision field/country offices, and providing strategic and technical leadership on Global MEAL processes including baseline, planning, evaluations and reporting for Right2Grow Strategic Partnership.

My program areas of experience include, but not limited to: Governance, Accountability and Human Rights; Livelihoods and Food Security & Sovereignty; Climate change and Disaster Risk reduction (DRR); Health, including Nutrition, WASH and HIV & AIDS; Gender Equity and Women Empowerment including Adolescent Girls Programming; Education for development; Social Protection; Public-Private-Partnerships/private sector engagement; Peace-building & Conflict Transformation; Emergency and Humanitarian Response, among others. 

I have key skills and knowledge in program design and management; process monitoring, evaluation and learning; Health and Community Systems Strengthening; Gender Equality and Social Inclusion (GESI); Geospatial Women’s Employment Analytical Framework (GeoWEAF); Documenting Development Data Using Metadata Standards; Population, Health and Environment; Management Information System (MIS) and Geographic Information Systems (GIS); Budget Monitoring and Expenditure Tracking (BMET); data analysis and reporting (MS Excel, MS Access, SPSS, Epi-Info, NVivo, DHIS2; Horizon/Power BI); partnership and networking building; facilitation, communication, leadership and interpersonal relations, among others.

I am a holder of Master of Science in Development Management from the Open University – United Kingdom, Master of Arts in Project Planning and Management from the University of Nairobi, Master of Science in Organizational Development from the United States International University (USIU), Advanced Health Management Programme from Foundation for Professional Development (FPD) in collaboration with Yale School of Public Health, Professional Development Training in Multi-Method Research Course offered by Partnership for African Social and Governance Research (PASGR) in collaboration with Institute of Development Studies, Advanced Statistics and Quantitative Methods from University of California, Los Angeles (UCLA) Extension and Bachelor of Science (B.Sc) from Egerton University. Currently, I am pursuing Doctor of Philosophy (PhD) in Development Studies at Jomo Kenyatta University of Agriculture and Technology (JKUAT).
