About MOFFAT Kamau:

I am a Humanitarian Programme/Cash Specialist, supporting UNICEF South Sudan in designing and implementing Social Behavior Change programmes as well as establishment of Humanitarian cash transfer for Education, WASH, Child Protection, IRRM and C4D sectors. Formerly, as a Cash Based Intervention (CBI) professional I supported UNHCR’s Kakuma operation in planning, implementation, coordination, monitoring and evaluation of CBIs, focusing mainly on Shelter construction, Core Relief Items (CRIs) distribution and Complementary nutrition for malnourished children. Previously, as livelihoods Manager, I managed Livelihoods, Self-reliance, Voluntary Repatriation program and Cash based program in Dadaab (DRC). I have been a Programme Manager - Peace Building and Conflict Transformation (NPI-A); Livelihoods Programme Coordinator (DRC); senior programme officer and livelihoods officer (CARE). Over 10 year’s period, I have acquired competency and skills in project management, supervision, negotiation as well as advocacy and lobbying. I am competent in Coordination, fundraising, designing, and monitoring of both behaviors change communication and sustainable community development as well as Peace building interventions. I have carried out community capacity building and related research in social-economic development and Peace building. I possess experience in projects and Budget implementation and control as well as managing teams of International, National as well as Refugee staff.

Key Responsibilities: Under direct supervision of the Chief of SBC Section, I assist with implementation of SBCC component of malaria prevention and response programme. I have supported South Sudan Country Office and in particular Education, WASH, Child protection, and Communication for Development (C4D) sectors in developing cash-based programmes. I helped UNICEF South Sudan Country office in the development of humanitarian cash transfer design parameters including, establishing payment mechanisms (Contracting Financial Service Providers), targeting, registration, payment and accountabilities framework, while coordinating with other UN partners and implementing partners.

Major Accomplishment: Rolled out behavior change communication for sustained uptake of malaria prevention measures by communities in South Sudan. In conjunction with National Malaria Control Programme (NMCP), led in organizing the World Malaria Day 2022 at National and State levels (this included development of key messages, radio and TV spots, managing radio talks, media coverage, developing and distribution of IEC materials among other actions); led in mapping out the roadmap for assessment of gender and social economic hinderance to malaria prevention uptake. Assisted in establishment of cash-based programming in Education (Teacher incentive payment), Communication for Development, Child protection and WASH including establishing engagement of Financial Service providers. Participated in development of successful fundraising concept notes for the sectors, to include humanitarian cash transfer. Through these concepts, we among others, implemented WASH and Child Grant projects in 4 states in response to COVID 19 pandemic reaching out to 9,400 households in three states. Established linkage with WFP on the use of SCOPE for Data management. Facilitated contracting of the vendors in the respective field offices. I led in the contracting of Financial Service Providers which entailed TOR development, advertisement, Technical and Financial Analysis and onboarding. I designed a Water access through a voucher system in Juba IDP camp.

Designation: Senior Cash Based Interventions Associate

Key Responsibilities: Planning, implementation, coordination, monitoring and evaluation of Cash Based Interventions in UNHCR- Kakuma operation; Identify areas of need and building the capacity of UNHCR personnel towards more uptake and adoption of CBIs as means to deliver support to beneficiaries.

Major Accomplishment: Established the CBI programming in UNHCR Kakuma through operationalization of key components and operational documents including SOPs, Risk Analysis and risk Management, Transfer value determination, Establishment of roles and responsibility of various departments and units. Identified target beneficiaries, Conducted Household Need assessment, trained target beneficiaries on the processes and facilitated cash transfer (USD5,951,064) to 2,600 Refugee households (13,700 Individuals ) to construct 3,871 permanent shelters and Household Latrines in Kalobeyei Settlement over an 18 Months period. Conducted Post Distribution Monitoring and shared the reports with various publics. Facilitated High level missions (Donors, Ambassadors, Queens and Government Officials) who visited the shelter projects where I presented brief on the project. Rolled out and implemented distribution of Core Relief Items in Kalobeyei Settlement through CBI with over 8,000 targeted households (over 35,000 beneficiaries) each month. Managed a total transfer value of  USD988,139 in 12 Months. This process involved working closely with Data Management Protection and Field Teams.

Designation: Team Leader: Livelihood and Self Reliance; Voluntary Repatriation and SCOPE project

Key Responsibilities: Coordinate, supervise and manage the Livelihoods department team in implementing multi-donor projects in Microenterprise, Village Savings and Loan, Vocational Training and scholarship functions under livelihoods support. I managed Voluntary Repatriation program (Huge Part being Cash based program) within the Governments of Kenya and Somalia and UNHCR tripartite agreement framework. I supervised Enrollment of prospective returnees on a cash-based Voucher (SCOPE) program for WFP. In these functions, I ensured project implementation as per donor agreement. I monitored project budgets to ensure timely, efficient and proper utilization and application of funds. I monitored and prepared program progress reports to donors and other relevant publics.

Major Accomplishment: I facilitated the return of over 75,000 Somalia refugees back to Somalia through transit centre management and cash Transfer programming (each refugee returning to Somalia was given cash to facilitate a dignified return). Facilitated registration of over 40,000 refugee on WFP SCOPE cards, a Cash Based Intervention. With these cards refugee who returned to Somalia were able to access food assistance for a period of six months. Assisted over 10,000 refugees and Host community in various livelihoods interventions including VSLA, Business Grant (Cash based program), Business skills training and micro agriculture. I was focal point in hosting high level delegates visiting DRC Operations in Dadaab. Established two Vocational Skills Centres where over 500 learners were equipped with various skills. Managed an annual portfolio of USD6,000,000.

Key Responsibilities: I had overall responsibility of managing the NPI-Africa programmes: Resources Mobilization; Facilitation of Conflict transformation and peacebuilding initiatives in Africa; Direct initiation of peace processes, capacity building and accompaniment of other organizations, individuals, communities in processes of peacebuilding; Documentation and dissemination of ideas, lessons and issues emerging from situations of conflict and peacebuilding practice. 

Key Accomplishment: I led a delegation of Great Lakes Peace actors to EU, AU in Brussels and Dutch MFA in Netherlands (Feb. 2015); I managed implementation of Peace consolidation projects in Kenya, South Sudan, Rwanda, DRC, Uganda, Burundi; I was very instrumental in bringing together Kenyan Media and Civil society in run up to 2013 General election in Kenya; Led the field assessment team in assessing peace building programmes in Rwanda, Uganda, DR Congo and Burundi (May 2013) and preparation for very elaborate capacity building program that ensued; I established close collaboration between NPI-Africa and ICGLR and UNO/SE on Great Lakes, National Steering Committee (NSC)-on conflict Early warning and Early Response; Coordinated 16 countries in Eastern and Central Africa as the Liaison Officer for Global Partnership For Prevention of Armed Conflict (GPPAC)

Key Responsibilities: I carried out participatory needs assessments to identify appropriate livelihood interventions to increase incomes for the local and refugee community in order to reduce poverty and vulnerability in the target areas. Key Responsibilities: I was in charge of coordination, supervision and implementation of Livelihoods program for economic empowerment and improvement of refugee’s livelihoods with special attention to SGBV survivors, in all Dadaab refugee camps with about 460,000 refugees. This, I accomplished by designing, planning and implementing appropriate intervention through community mobilization, training in business skills and project mapping and enterprise development. I assisted in coordination of CARE’s Sports and Youth Development initiatives; Assisted in coordinating gender mainstreaming activities in Dadaab refugee complex. This was both in prevention and response to sexual and gender-based violence (SGBV) in Dadaab (case management & referral under mandate of UNHCR). I coordinated fundraising, procurement and budget management in my department. Staff supervision: Directly supervising Livelihood project officers, Sport and Youth Officers Psychosocial support officer and SGBV Officers to ensure effective, efficient and timely implementation of activities. 

Major Accomplishment: I led an Emergency Response Team in responding to refugee influx into Dadaab Refugee Complex in 2011 (The refugee population increased from 300,000 to 465,000 people). I drafted successful project proposals to WFP-2009, Neighbor In Need, DRC-2010, 2011, UNHCR-2010, 2011, BPRM-2011/12, 2011, MOFA-Luxemburg-2011. I established and operationalized the Group Savings and Loan methodology of self-economic empowerment for very vulnerable refugees in Dadaab Camp; Implemented Revolving Fund project for Refugee; Implemented a Refuse Recycling project as an Income generating project; Introduced Greenhouse farming concept among the refugee groups; Pioneered a complementary feeding through voucher system project for OVCs; Supported various youth groups with Income Generating Projects.
