About Ashlyn Lulalire:

I posses a bachelor’s degree in International Relations and a minor in Management, a certificate in Monitoring and Evaluation and a post graduate certificate in Social Innovation Management. My education has provided me with a solid foundation in various research methodologies, both qualitative and quantitative. Currently, I'm pursuing a masters program in Monitoring and Evaluation.

I am adept at building capacity in teams, developing training tools, and fostering knowledge-sharing across various stakeholders.

In previous roles, I have successfully led multi-country MEL initiatives and collaborated with cross-functional teams, ensuring the integration of monitoring and learning into all stages of program implementation. I'm grateful for the ability to develop and execute evaluation frameworks that not only track progress but also capture meaningful learning moments that enhance organizational impact.

Being a proactive and strategic thinker, I thrive in fast-paced environments, where I utilize my analytical skills to solve challenges and optimize program efficiency. My career goal is to support the achievement of transformational outcomes by ensuring that programs are not only effectively monitored but also continuously improved through reflective learning and stakeholder engagement.

On a a more personal note, I enjoy gardening and nature walks. 

Experience

I am a passionate and results-oriented Monitoring, Evaluation, and Learning (MEL) professional with 7 years of experience in designing, implementing, and managing comprehensive MEL frameworks across diverse programs. My expertise spans both qualitative and quantitative methods, which I have effectively applied to enhance program outcomes in sectors such as digital transformation, economic and sustainable development.

Throughout my career, I have demonstrated a strong ability to:

  • Develop and implement comprehensive MEL frameworks that integrate both quantitative and qualitative methodologies to track project outcomes, impact, and learning objectives.
  • Analyze data and generate actionable insights that inform strategic decision-making and foster continuous improvement.
  • Facilitate learning and knowledge-sharing sessions to build capacity and ensure that learning loops are embedded in program management for adaptive change.
